NEBB Appoints Luis Chinchilla 2023-2024 NEBB President

Gaithersburg, MD – NEBB, the premier international certification association for firms that deliver high performance building systems, recently named Luis Chinchilla 2023-2024 NEBB President. The appointment was announced at the NEBB Annual Conference in Monterey, CA, which was held October 26-28, 2023.  

Since getting involved with NEBB in 2007, Mr. Chinchilla has served in a variety of capacities throughout different areas of NEBB. He began as a corresponding member of the TAB committee prior to serving the Capital-MarVa Technical Committee. In 2016, Mr. Chinchilla joined the Capital-MarVa Chapter Board as Treasurer, followed by his Chapter Presidency in 2018.

After joining NEBB’s Board of Directors in 2019, Mr. Chinchilla became NEBB Treasurer and joined the Executive Finance Committee in 2021 before becoming Vice President and Chair of the Exam Development Committee.

As a licensed professional chemical engineer (PE) with two masters degree in business administration, Mr. Chinchilla carries NEBB Professional Certifications in Testing, Adjusting, and Balancing (TAB),Cleanroom Performance Testing (CPT) and Buidling Commissioning (Cx). Bringing a wealth of expertise and knowledge of building sciences to the table, Mr. Chinchilla currently owns and operates OPIA Operaciones e Ingenieria de Avanzada de Centroamerica S.A. 

“I am 100 percent ¨Tico¨, or native from Costa Rica, and it is truly an honor to serve as NEBB’s first president from Latin America. My goal is to continue to move NEBB forward as an industry leader across the globe,” expressed Mr. Chinchilla.

“From committee involvement to his work as a member of the Board, Luis has been an invaluable member of NEBB for a long time. His unique perspective has helped NEBB adapt and foresee important changes and initiatives over the years, and I look forward to all that we will achieve working together this year,” stated Executive Vice President Tiffany Meyers.

Immediate past-president Phil Emory agreed, “I am pleased to hand the reigns over to someone I know will continue to build upon the recent progress that’s been made, and continue to inspire professionals and firms to get involved with NEBB for the benefit of our industry.”
